Finland's gambling system is changing
Finland is transitioning from a monopoly-based gambling system towards a licensing-based model. The reform aims to strengthen consumer protection, improve channelisation to regulated services, and enhance harm-prevention measures.
Under a licensing model, an operator must obtain an authority-issued licence before offering gambling services in Finland. Licensing typically requires meeting strict criteria relating to, for example:
- Player protection
- Responsible gambling
- Technical monitoring and reporting
- Financial and operational suitability
Before the licensing market officially opens, offering or marketing gambling services in Finland without the required authorisation is not permitted.
